Prepare. Respond. Recover.
A planning tool for crisis teams. It shows who does what, and when, around an incident such as a flood or a chemical leak.
We build it together with Veiligheidsregio Zeeland, the safety region of the Dutch province of Zeeland, as part of the Interreg North Sea project FIER.
A plan starts from T0, the moment the incident happens. Planners pick actions from a catalogue, grouped in three phases: preparation, response and recovery. Every action has a start, a duration and a coordinating organisation, shown by colour.
Veiligheidsregio Zeeland brought the knowledge of crisis processes. We designed and built the software, from a first milestone in late 2025 to version 2 in October 2026, in short iterations with their crisis planners.
The tool is licensed under the EUPL 1.2, the open-source licence of the European Union, and comes with a self-hosting guide. A project partner can run its own copy with its own catalogue.
We host a demonstration version with fictional plans at fier.elementalhosting.eu. It sits behind a login. Send us an email if you would like to look around.
FIER partners and other crisis organisations can work with us in these ways.
Your own catalogue, language and features, at a fixed scope and a fixed price.
AvailableYour own instance on European servers, with backups, monitoring and updates.
In preparationAccounts grouped per team or organisation, with rights per plan.
In preparationA small box in the crisis room that runs the tool on its own, without internet.
ExploringThe tool is built by Stichting Elemental (Elemental Foundation), a Dutch nonprofit that builds specialised software and resilient digital infrastructure. See also Zerocomms, our backup for information during a crisis.
